Rights Group Trains Local Leaders on Public Expenditure Tracking

NSANJE, Malawi- The Malawi Human Rights Resources Centre (MHRRC) is imparting skills and knowledge to local governance structures to enable them to track the implementation of government-supported programs in their areas, writes Cornelius Lupenga.
During an interface meeting with the structures in Nsanje on Monday, MHRRC Executive Director Emma Kaliya disclosed that her organization is implementing a nine-month project titled "Fighting Inequality in Education, Health and Social Protection."
Kaliya said the Area Development Committees (ADCs), councilors, and chiefs should be aware of public expenditure tracking in their areas.
"This is an awareness session for these structures, who will be able to tackle all issues of finances coming to Nsanje," she said.
The executive director expressed hope that the local governance structures will embark on the journey together with the MHRRC to ensure they can tackle issues in the district by the end of the program.

He said the ADCs, in particular, had no prior knowledge of how government resources, such as the Constituency Development Fund (CDF), were managed.
The MHRRC programs are being implemented in three districts – Dowa, Ntchisi, and Nsanje – at a cost of K386,947,643, with support from the Norwegian Church Aid (NCA) and DanChurch Aid.
