Malawi's National ID Program Hits Snags But Makes Strides

Lilongwe, Malawi – Malawi's ambitious national ID registration program, a key initiative for both governance and development, is facing a number of hurdles but has made significant progress, according to the National Registration Bureau (NRB), writes Winston Mwale.
The NRB, responsible for managing the National Registration and Identification System (NRIS), presented a report on August 20 to the National Election Consultative Forum (NECOF) highlighting both challenges and achievements.
Over 12.2 million Malawians have already received national IDs, a significant milestone, but the NRB acknowledged difficulties including:
Outmoded Equipment: Aging technology is causing malfunctions, frustrating citizens and delaying the process.
Power Outages: Disruptions are particularly problematic in rural areas, hindering efforts to reach remote communities. The NRB is working with partners to improve infrastructure.
Remote Area Challenges: Reaching mountainous and isolated communities has proven difficult, underscoring the need for mobile registration teams.
Late Registrations: Many citizens wait until the last minute to register, creating long lines and delaying the process. The NRB is promoting early registration to alleviate these issues.
Customer Service Concerns: Citizens have reported problems with customer service at registration centers, prompting the NRB to offer additional staff training and enhance complaint-handling procedures.
Safety Concerns: Incidents of interference and even violence against registration staff have been reported, particularly in areas with political tensions. The NRB is collaborating with local authorities to ensure safety and security.
Funding Delays: Untimely government funding has hampered the NRB's ability to address challenges and implement programs effectively. The NRB is advocating for more timely resource allocation.

Extensive Public Awareness: Public awareness campaigns are being conducted through television, radio, newspapers, and social media to highlight the importance of registration and provide vital information.
Continuous Stakeholder Collaboration: The NRB is engaging with government agencies, civil society organizations, community leaders, and the media to gather feedback and ensure that the program meets the needs of the population.
Offshore Printing and Improved In-Country Capacity: Offshore printing of national IDs is being employed to address the high demand, while the NRB is also investing in new printing equipment and staff training to enhance in-country printing capabilities.
Efficient Distribution: A new strategy has been implemented to ensure the timely and efficient delivery of ID cards to citizens. Distribution centers are being established at convenient locations, mobile teams are being utilized for remote areas, and collaboration with community leaders is ongoing to facilitate the process.
Secure QR Codes: A new digitally signed QR code system is being introduced to improve security and verification of national ID cards. This system uses cryptographic techniques to encrypt identity information and generate a unique QR code that can be scanned by various stakeholders.
