Malawi Unveils Revenue Enhancement Measures Amidst Austerity Budget

Lilongwe, Malawi - In a bid to bolster revenue collection and tackle a widening fiscal deficit, Finance Minister Simplex Chithyola Banda announced a series of tax-focused measures during the 2024-25 Mid-Year Budget Review Statement delivered to the National Assembly, writes Winston Mwale.
Targeting Privileged Individuals and Tax Evaders
One of the most significant measures involves the removal of the Value Added Tax (VAT) waiver on motor vehicle imports for privileged individuals and organisations.
This move will impact high-income earners, including the State President, Vice President, Cabinet Ministers, Members of Parliament, senior judicial and government officials, and high-ranking military personnel.
These individuals will now be required to pay VAT when purchasing duty-free vehicles.
The Finance Minister emphasised the need for shared responsibility in contributing to the nation's economic recovery, highlighting this measure as a "sacrifice" and a "clear testimony to the commitment to fiscal consolidation."
Additionally, the government is stepping up efforts to implement the Electronic Excise Tax Stamps system fully.
This initiative, already partially in place, uses small stickers on products like bottled water, alcoholic beverages, cigarettes, and soft drinks to help the Malawi Revenue Authority (MRA) verify excise tax payments and combat smuggling and tax evasion.
Traders dealing in excisable goods are urged to register with the MRA and adopt the tax stamps to avoid potential confiscation of their goods.
Addressing Unregistered Motorcycles
Recognising the challenges posed by a large number of unregistered motorcycles, often smuggled into the country, the government plans to open a voluntary tax compliance window for motorcycle owners.
This will allow for the registration of these vehicles for a nominal fee at designated sites where officials from the MRA, Road Traffic Directorate, and the police will collaborate to ensure a smooth process.
The initiative aims to enhance public safety by ensuring motorcycle operators have insurance and comply with regulations while simultaneously generating revenue for the government.
Expanding Electronic Payments
As part of its commitment to modernising revenue collection, the government is expanding the use of electronic payment systems across revenue-collecting entities.
Following the successful implementation of fully digitalised revenue collection systems by the Ministry of Lands and the Department of the Registrar General, which resulted in a significant revenue increase, the government is extending this approach to other areas.
This digitalisation drive aims to reduce leakages, enhance accountability, and offer greater convenience to the public.
